Summary

Under general supervision, directs alignment of Nursing Services through effective staff management, internal and external resource allocation and sound fiscal practices; manages subordinates through planning, directing and coordinating the activities required to meet TSMS goals and objectives.

Responsibilities

D irects alignment of Nursing Services. Responsible and accountable for overall management of nursing practice, services and administration of nursing programs, including quality assurance and effectiveness, education, professional development, nursing research and implementation of theory and evidence-based practice. Maintains standards of nursing practice and quality of service in all areas of ANMC.

P rovides leadership for Critical Care Services programs. Understands current and long-range ANTHC Corporate plans, and formulates strategies and action plans to achieve the goals of the organization. DeterminesDivisionandDepartmentobjectivesfornursing,setsprioritiesandanticipatespotentialthreats and opportunities. Integrates ethical principles into all aspects of practice. Advocates for protecting the rights of human subjects. Assures the satisfaction of internal and external Customers.

A cquires,monitors,andreviewscurrenttrendsinnursingandadministration,advocatesforresources,and recommends operational improvements. Develops solutions to address coordination, alignment, and integration of Nursing Services and planning. Assures effective communications with executive management and regional associations. Responsible for regulatory oversight in nursing. Assures compliance with state and Federal regulations and accreditations, including Joint Commission and CMS. Facilitates staff involvement in organizational policy formulation and decision-making. Ensures effective systems exist and are maintained for data collection and information systems to improve patient care. Makes professional presentations to executive management, customers and the general public.

Manages department performance and productivity. Directs the continuous improvement of the work processes. Assures the overall integrity of the development, support and functionality of the department products and services. Coordinates and manages internal and external resources. Coordinates communications between Hospital Administration and Nursing. Serves as a liaison between the Department and various Regional organizations and state and Federal agencies; serves on ANMC Joint ConferenceCommittee,taskforcesandothergroups.Collaborateswithnursingcouncils,leaders,schools, interdisciplinary teams, executive officers, stakeholders and other nursing directors to advocate for resources and promote nursing issues.

R esponsible for strategic planning of healthcare delivery in nursing to assure clinical and administrative goals. Directs healthcare and performance excellence goals through organization-wide strategy mapping. Promotespositivepeerreviewandongoingleadershipdevelopmentthroughoutorganization.Reviewsand evaluates quality and operational performance based on professional practice standards, relevant studies and regulations, and organizational. Develops organization-wide patient care program, policies and procedures that define the nursing needs of the patient population and how treatment and services are assessed, evaluated and met. Communicates quality values outside the organization.

Manages and schedules assigned staff. Develops goals and priorities, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains, mentors motivates and challenges staff to use quality improvement and management principles. Implements corrective actions and conducts performance evaluations. Assures appropriate orientation, education, credentialing and continuing education. Participates in staff recruitment, selection and retention. Provides leadership, direction and guidance in systems development, technical strategies and priorities. Promotes critical thinking, conflict management and problem-solving skills. Creates and reinforces a non-discriminatory environment that fosters quality values, customer focus and the highest quality of patient-centered care in a manner sensitive to socio- cultural diversity.

P lans, develops, manages, and tracks departmental budgets. Assures efficient operations and sound fiscal practices required to meet objectives through effective planning and staff management. Maintains current and accurate financial and resource information on department operations. Participates in annual organization-wide resource allocations. Reviews and monitors status reports prepared by department personnel and recommends schedule and plan modifications.

T he Chief Nursing Officer is ultimately held accountable for all areas of nursing, including, financial targets, labor management, quality indicators including National Database of Nursing Quality Indicators (NDNQI), safety metrics for both staff and patients, recruitment, retention, staff engagement, provider engagement, nursing education and practice. Further, the CNO is responsible for continued progress towards Magnet designation including Pathways to Excellence.

MINIMUM EDUCATION QUALIFICATION

Master’s degree in nursing or related field required.

Minimum Experience Qualification

Supervisory– Five (5) years of nursing management experience.

AND

Executive- Three (3) years of executive management experience.

MINIMUM CERTIFICATION QUALIFICATION

Must be licensed as a Registered Nurse by the State of Alaska.

Preferred Education Qualification

Doctorate level preparation

Preferred Experience Qualification

10 Years in Nursing leadership

Preferred Certification Qualification

NEA-BC or additional specialty certification

Current Basic Life Support car required

Certified in Executive Nursing Practice (CENP)
