Job Description Summary

This position is responsible for the valuation and assessment of commercial and industrial real property for property tax purposes. It requires the appraisal of complex commercial and industrial properties using the required approaches to value and mass appraisal procedures. Work involves ensuring that values are correct and completed within the specified deadlines. This position works with the other commercial and industrial appraisers to complete appraisal assignments. In addition, this position is responsible for managing third level appeals (binding arbitration, BAA, district court) and assisting the senior commercial appraiser with County Board of Equalization appeals on commercial properties, industrial properties, and apartments. In this capacity the appeals appraiser will work with the appraisers that valued the properties, track appeals' progress, communicate with the public including tax agents, and serve as an expert witness in hearings. The appeals appraiser may also assist with third level residential appeals if necessary. This position performs a variety of duties requiring confidentiality and independent, logical judgment. The ability to work in an ever-changing work environment is required.

Job Description

Property Valuation - 35%

  • Perform field work to collect inventory of property characteristics for the valuation of property. This includes locating, inspecting, measuring, classifying, drawing, and photographing buildings or equipment efficiently and accurately.
  • Enter property characteristic and valuation data into the Assessor's Computer Assisted Mass Appraisal system efficiently and accurately following standards and guidelines.
  • Value and maintain all vacant land and all commercial and industrial land and improvements in an assigned geographic area following mass appraisal standards and guidelines.
  • Confirm sales and review results to determine the validity of sales and their applicability to the mass appraisal process.
  • Participate in and review mass appraisal analysis to verify accurate valuation.
  • Review the development of market trends, cost and other factors affecting value.
  • Review income and expense data for commercial properties for use in the income approach to value.

Property Appeals - 35%

  • Interview taxpayers and/or their representatives during the appeals process, analyze data for the appeal, prepare and present individual appraisals and reports for the County Board of Equalization hearings, Court or State level appeals.
  • Assist the senior commercial appraiser with management of CBOE appeals and hearings.
  • Manage third level appeals on commercial properties, industrial properties, and apartments including reporting the status and progress to the Chief Appraiser.
  • Coordinate and collaborate with appraisers to establish appeal values.
  • Prepare and/or review appraisal reports from staff, for presentation before various State and County appeal boards along with district court.
  • Communicate and negotiate with tax agents.
  • Work closely with the County Attorney and testifies as an expert witness in hearings.

Administration - 10%

  • Monitor workload; works in an efficient and organized manner; and meet deadlines and goals.
  • Monitor current procedures and offer suggestions and ideas for ways to improve the processes.

Communication - 20%

  • Confer with taxpayers, tax representatives, accountants, attorneys and other appraisers to explain the appraisal and taxation process and procedures.
  • Interact with property owners, real estate professionals and municipalities to gather information pertinent to listing property for assessment purposes.
  • Communicate effectively in verbal and written form with administrative staff, appraisal staff, supervisors and managers.
  • Establish and maintain effective working relationships with supervisors, other employees, governmental agencies, professionals, builders, and the public.

Required Qualifications

Required Education

  • Bachelor's Degree or 4 years experience in appraisal, real estate, business administration, economics or related field.

Experience Qualifications

  • 3 years experience in commercial industrial property for ad valorem taxation or
  • any combination of education and experience which provides the required skills, knowledge and ability, subject to the approval of the Assessor.
  • 3 years Microsoft Excel and Word experience.

Preferred Experience

  • 3 years experience as an expert witness.

  • Ability to read plat maps, GIS parcel maps and building permits in order to identify property and buildings accurately.

  • Ability to work in all types of weather conditions
  • Each field staff member must by physically able to operate a variety of equipment including computers, tablets, calculators, tape measures, cameras, drafting instruments. Physical demand requirements are in excess of those for Sedentary Work.   • Requires the ability to record and deliver information, explain procedures, and follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including appraisal, accounting and tax terminology.
  • Requires the ability to utilize mathematical formulas and calculate decimals and percentages; interpret graphs; compute ratios and proportions.
  • Requires the ability to inspect items for proper length, width and shape.
  • Requires the ability to coordinate hands and eyes rapidly and accurately in use of office and data collection equipment.
  • Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.
  • Requires the ability to talk and hear; able to communicate via the telephone, E-mail and other related technical methods.

Licenses and Certifications

  • Candidate must pass a criminal background check prior to employment start date. Required
  • Possession of a valid drivers license issued by the State of Colorado and reliable, insured vehicle. Use of personal vehicle is required for this position. Upon Hire Required
  • Colorado General Appraiser license held currently. Upon Hire Preferred
  • Colorado General Appraiser license must be obtained within two years of hire if not held at employment start date. Required

This position is non-exempt compensation to determine FLSA status from the minimum wage and overtime requirements of the Fair Labor Standards Act.
