Main Purpose of Job
The Program Manager Senior\ris a key contributor to fulfilling the Missionof the Department of Human\rServices to assist people in economic need, increase preventionefforts,\rand protect vulnerable children and adults by managing all of the research,\rlegislative,policy development, policy implementation, training, and\rsupport activities for all of theprograms administered by the FIA. The\rprograms of the FIA include the federal Supplemental Nutrition Assistance Program\r(SNAP), and Temporary Assistance for Needy Families (TANF),Energy\rAssistance Programs (EAPs), Temporary Disability Assistance Program\r(TDAP).\r
POSITION DUTIES
Planning and Execution\rDevelops periodic plans for quality control and managementevaluation reviews.\rCollaborates with MDTHINK to developshort- and long-range plans for system development based onprogram needs.\rOversees the development andimplementation of Corrective Action Plans (CAP) for all audit andmanagement evaluation reviews, and is responsible for assessingthe effectiveness of the mitigation measures in each CAP.\rCoordination and Facilitation\r\rCoordinates with MDTHINK to establish processes and protocolsfor incorporating User Acceptance Testing in all system changes,develops and executes processes for communicating system changesand anomalies to the appropriate audiences (i.e., eligibilityworkers, community-based organizations, clients, etc).\r\r\rLeads thedevelopment of FIA’s impact analyses of bills introduced bylegislative bodies at the federal and state levels.\rDrafts, edits andpresents legislative proposals.\rDevelops and oversees implementation of theLanguage Access Plan and other civil rights/equity initiatives.\rCollaborates with the Office of Constituent Services to develop andimplement processes to continually improve FIA’s responsivenessto customer needs.\r\rAdministration\rOversees several offices within FIA that conductsquality control reviews and oversee the implementation of corrective action plans, analyze dataand complete reports, manage customer inquiries, support the operations of local departments ofsocial services, and develop systems.\rLeads statewide taskforce meetings, committee meetings, workgroupsand participate on various commissions related to FIA programoutcomes.\rAttends hearings and meetings with the Executive Directorand Secretary, such as legislative and judicial hearings, federalagency meetings, audits and project specific workgroups.\r\r\r
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or universityin a Public Policy, Business Administration, PublicAdministration, or similar closely related major.\r\r\rExperience: Five years of executive level experience in the administrationof human service programs with three years of supervision.\r
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.\r\r\r\r Three years of experience managing large scale (multi-million dollar) programs/projects.\r Three years of experience managing government fundedprograms and projects (preferably Governmental AssistancePrograms including but not limited to the SupplementalNutrition Assistance Program, Temporary Assistance forNeedy Families, and Medicaid).\r Knowledge of how to analyze federal and state regulations.\r Strong leadership and management skills, strongcommunication skills, ability to implement change, motivatestaff, and build and maintain relationships with federal, state,and local partners.\r Two years of experience in organizational processimprovement.\r\r\r\r
